Mr. Glover is a partner in the firm’s Insurance practice group. He is based in the Denver office and works on insurance projects throughout the country. Mr. Glover's practice focuses on representing insurance companies in commercial litigation, insurance insolvencies and guaranty association work, and insurance regulatory matters (litigation and transactional).

Representative Matters

Commercial Litigation
Mr. Glover has experience representing claimants and defendants in complex commercial litigation in a variety of forums, including state and federal courts throughout the country, arbitrations, mediations, and administrative proceedings. Representative experience includes:

  • Lead counsel for NOLHGA Task Force regarding resolution of approximately 70 suits nationwide involving disputed coverage for healthcare benefits
  • Receiver’s counsel prosecuting claims against auditor, captive manager, attorney, and dispute with bankruptcy debtor regarding jurisdictional issues
  • Defense counsel for national life insurer in Wyoming federal court action brought by HIV/AIDS patients
  • Counterclaim defense counsel for NOLHGA in the Executive Life lawsuit against Credit Lyonnais and Altus Finance in federal litigation in California

Insurance Insolvencies and Guaranty Associations
For more than twenty years, Mr. Glover has worked on insurance company receiverships and insolvencies representing life and health insurance guaranty associations and receivers throughout the country. He has been involved in handling numerous insurer receiverships from start to finish and dealt with all aspects of insolvencies, including litigation, transactional, and administrative work. In this capacity, he has designed and drafted assumption reinsurance agreements, service agreements, early access agreements, liquidating trusts, liquidation plans, termination plans, and related pleadings and motions as part of the court approval process. Representative experience includes:

  • Counsel for NOLHGA Task Force handling all aspects of life and health insurance insolvencies in Indiana, Oklahoma, Texas, Wyoming, Delaware, and Alabama
  • Counsel for Colorado Division of Banking as receiver of a foreign capital depository
  • Counsel for Hawaii Insurance Division as receiver and liquidator of a Risk Retention Group
  • Counsel for individual guaranty associations handling single-state insolvencies in Hawaii, Colorado and Montana

Insurance Regulatory Matters (Litigation and Transactional)
Mr. Glover represents insurers and related regulated entities with respect to disputes and transactions involving regulatory participation and/or approval. Representative experience includes:

  • Administrative and regulatory counsel for various insurance companies regarding Form A applications, new company formation, rate filings, market conduct examinations and other regulatory matters
  • Counsel for Blue Cross/Blue Shield of Colorado in obtaining insurance commissioner regulatory approval for conversion to a for-profit company and share exchange with Anthem Insurance Companies
  • Transactional Counsel for Insurers, HMOs, and Insurance Guaranty Associations associated with designing and drafting assumption reinsurance agreements, joint ventures and strategic alliances, privacy and security plans, and plans of operations and securing applicable regulatory approvals
