Overview
Mr. Reid is a partner in the firm’s Regulatory & Government Practice Group. He assists clients with a broad range of environmental, energy, land development, infrastructure, water and government affairs matters. Prior to joining Lewis Roca Rothgerber Christie, Mr. Reid served as the City Attorney for the City of Henderson, Nevada, and as the General Counsel for the Henderson Redevelopment Agency. Upon graduating law school, he clerked for U.S. District Court Judge David W. Hagen, U.S. District Court for the District of Nevada.
Environmental
Mr. Reid has represented numerous clients on Clean Air Act, Clean Water Act, CERCLA liability, NEPA, Endangered Species Act and brownfield redevelopment matters involving due diligence, enforcement, permitting and litigation. His clients have included electric utilities, international energy companies, water utilities, mining companies, waste management companies, state and local governments, Native American tribes and private land developers.
Energy
Mr. Reid’s legal representation has included the sale or lease of significant wind and solar project assets, advising clients on federal and state renewable energy policy, power purchase agreements, and project development strategies for clients that included large public utilities, international energy companies, government agencies, private energy developers and Native American tribes.
Land Development and Infrastructure
Mr. Reid has significant experience with Nevada’s land-use and development laws and has testified in front of the Nevada Legislature numerous times on land development related issues. He drafted major amendments to Nevada statutes relating to development agreements with local governments and public infrastructure funding passed during the 2015 Legislative Session. In addition, he was responsible for restructuring of over $100 million in municipal bonds and the City’s infrastructure obligations for developments at risk from the recession and for negotiating the agreements to bring large new economic development projects to the City of Henderson, including Henderson Hospital and the Las Vegas Raiders headquarters and practice facility. Mr. Reid also has significant experience advising clients on land-use and eminent domain related disputes and litigation.
Government Affairs
Mr. Reid has significant experience with municipal law and federal, state and local administrative proceedings and related litigation. As the City Attorney for Nevada’s second largest City, he was the chief legal advisor for the City Council, City management and all departments of the City and served as an ex-officio member of the Henderson Planning Commission. During this time, Mr. Reid was responsible for the negotiation of numerous agreements, and the coordination of regional initiatives, with state and federal agencies and other local governments. He also has significant municipal finance, improvement district, redevelopment area tax increment finance and development agreement experience.
Water
Mr. Reid has significant experience representing water utilities, private developers and Native American tribes on due diligence, permitting, regulatory compliance, and the administration of water resources. He has also advised clients on the purchase, sale and lease of significant water assets.
