Josh is a partner in the firm’s Regulatory & Government Practice Group who brings nearly two decades of experience representing clients on a wide array of complex environmental, land development, energy, water, state tax, municipal finance and regulatory enforcement matters for clients that include gaming and resort companies, electric, natural gas and water utilities, renewable energy development companies, mining companies, environmental response trusts, waste management companies, technology companies, government agencies, Native American tribes, pharmaceutical companies, national retail companies and land development companies. Josh combines his proactive approach and multi industry knowledge to assist clients with asset and real estate transactions, development agreements, project permitting and entitlements, administrative proceedings, legislation, litigation and appeals. In addition, Josh has significant experience conducting internal investigations involving executives and management level employees for both private and public organizations, and he represents public officials before the Nevada Commission on Ethics.

Josh has always been active in community affairs, and he served for over six years as the appointed City Attorney and Chief Legal Officer for the City of Henderson, Nevada, and as the General Counsel for the Henderson Redevelopment Agency. As City Attorney, Josh was responsible for restructuring of over $100 million in municipal bonds and the City’s infrastructure obligations for developments at risk from the recession and for negotiating the agreements to bring large new economic development projects to the City, including the Henderson Hospital and the Las Vegas Raiders headquarters and practice facility. In 2009, Josh was appointed by President Barrack Obama to serve on the Tahoe Regional Planning Agency Governing Board, which oversees land-use and environmental planning in the Lake Tahoe region. In 2005, Josh was appointed by Utah Governor Jon Huntsman Jr. to serve on the Utah State Board of Regents, which oversees Utah’s public colleges and universities. Josh has also served on the Nevada Advisory Council for Prosecuting Attorneys, the Clark County Habitat Conservation Committee, the Utah Shakespeare Festival Board of Governors, the Utah State Board of Education, the Utah Appellate Court Nominating Commission and on the Las Vegas Academy of the Arts Organizational Team.

Josh is a problem solver who is highly skilled in resolving difficult development and regulatory matters, and is a fierce and tactical advocate who works tirelessly to advance his clients’ interests. Josh combines his multi industry knowledge to assist clients within the private and public sectors. Clients see Josh as a trusted advisor and they appreciate his ability to focus on the strategic issues and actions necessary to achieve their goals, while working to avoid the distractions that can create lengthy disputes.

Josh enjoys spending his free time with family and during the cooler months he is an avid hiker of the Nevada trails.
